This is a cold winter this season, and there has been no rainfall so far, and thawing and freezing crusts have not formed within the snow cover, and the characteristics of snowfall phenomena so far have affected it. And this morning's rainfall has further worsened the snowfall condition, so even if the weather recovers, don't let your vigilance down today.
